Ramil T. Uy is an experienced Civil Engineer and a renowned Civil Servant of the Government in Region VIII over the years. Born in Tacloban City, Leyte on May 6, 1968, Ramil came from a humble and simple family. Now at his 53’s, he is married to Erlinda Polido and blessed with five (5) children. He pursued his primary education in Kapangi-an Elementary School in the year 1980; secondary in Leyte National High School in 1985; tertiary in Divine Word University of Tacloban in 1990; his Masters in Technology Management (MTM) in University of the Philippines Diliman Campus in 2012 and; his Doctor of Management Technology in Eastern Visayas State University in 2020.
Driven by passion to serve the country, he takes pride by providing his best performance at his work. He started working in the line with his specialization at the Cabidog Construction in 1991-1992. Starting his government service career, he worked at the Philippines Statistics Authority, formerly known as National Statistics Office, as an Enumerator/Processor. Then, he applied for the position, Science Research Assistant (Contractual) at the Department of Science and Technology – Regional Office VIII (DOST-8) in 1993-1994 and was later promoted at a permanent position in 1994-1996 at the same agency. He was then promoted as a Science Research Specialist II at DOST-8 in 1996-2009. Recognized with exemplary performance over the years, he was genuinely promoted to Senior Science Research Specialist in the Science and Technology Human Resource Development, Promotion, Information and Communication (STHRDPIC) Center Manager. In August 2023 he was promoted to Supervising Science Research Specialist and assigned as Executive Manager of Technology Transfer and commercialization Unit and at the same time the Planning Officer of the regional office. as of the current.
As an active government servant, he attended several international trainings which contributed to his insights and knowledge in the field. In his Graduate Studies, he was a country representative and was sent to Hiroshima, Japan to participate the Environmental Management Training in the year 1999. On a later year, he participated the Higher Education Cooperation Educational Training in Taiwan as a representative in the year 2010. He also represented 2015 on the Capability Building Visit in Vietnam and Cambodia in the same year. He likewise assigned to attended the Cross-country Learning and Development for S and T Managers in Region 8 (Europe). In September 2018, Dr. Uy was the sole country representative in Indonesia to present a major DOST Program on Community Empowerment thru Science and Technology (CEST) during the ASEAN-India Grassroots Innovation Forum spearheaded by the Ministry of Research, Technology. And Higher Education, Center for Research, Science and Technology. Dr. Uy also completed his training on Capacity Building on Off-Grid Renewal Energy for Remote Areas in the Philippines given by KOICA and Vision College of Jeonju, Korea.
His achievements up to this date has made him known and affiliated in many organizations. Currently, he is the President of the Association of Government Information Officers in Region VIII (AGIO-8). He is also the Coordinator of the Eastern Visayas Consortium for Industry and Energy Research and Development (EVCIERD). He is a member of the Philippine Institute of Civil Engineers (PICE), Association of Structural Engineers in the Philippines (ASEP), and RTWG Member of the Eastern Visayas Consortium for Agricultural Research Program. In addition, Dr. Uy is elected as National Media Core Vice President for Regional Operations of the DOST during the national election in 2021.
Currently, he manages an array of work fields at the DOST-8’s Technology Transfer and Commercialization concerns. He is also the national Coordinator of Community thru Science and Technology (CEST) and serves as the Regional Coordinator for the Grass Roots INNOVATION, Smart and Sustainable Community Program, and serve as the Regional Coordinator of the S7T Scholarship Program. He also spearheads the strengthening of linkages with media and other institutions/organizations relative to S&T Information acquisition and dissemination and in the strengthening of linkages with DOST intra-agencies and other agencies relative to S&T Linkages and Information. In addition, He periodically assists in the review and monitoring in the implementation of DOST-8 Programs and Projects. Furthermore, he serves as the Eastern Visayas Consortium for Industry, Energy, Emerging Technology Research and Development (EVCIEERD) Coordinator; DOST-8 focal person to the Regional Ecology Center (REC) Committee; DOST-8 representative to the National Youth Commission; DOST-8 representative to ViCARP RTWG; DOST-8 Coordinator for the Inter-Agency Design and Engineering Assessment Team (IDEA); DOST-8 Coordinator for Manufacturing Productivity Consultancy. He is also a member of the Regional Technical Evaluation Committee (RTEC) for DOST-8 SETUP and GIA projects. He also has specialized assignments: Member of the Technical Working Group for the DOST-8 Infrastructure Projects; Member of CHED-8 Regional Quality Assessment Team (RQAT) for Engineering in 2015 and renewed in 2024; and Member of the Regional Land Use Committee (RLUC) of Region 8.
Years of hard work and excellence, he gained numerous awards. He was given the 2020 2022 and 2023 Gantimpala Agad Award given by DOST-8 PRAISE Committee. He also received the Gawad Parangal Para Sa Mag-Aaral Award at the UP Diliman, Masters Technology Management in the year 2010-2011. He received his Outstanding Project Implementor for the Small Farm Reservoir Technology in 1993 and Outstanding Program Implementor of the DOST Grants-in-Aid (GIA) Program in 2001. He was recognized with the Excellence Award as EVCIERD Coordinator in 2008 and 2020. He was hailed 1st Runner Up as the Outstanding Technical Services Division Staff at the DOST-8. He also received various citations for being a good Speaker, R&D Evaluator, Resource Person, among others. In 2022, Dr. Uy received the Most Outstanding Public Information Officer Award given by Eastern Visayas Media without Borders. Recently, he received a recognition from 801st Infantry (Bantay at Gabay) Brigade, 8ID, PA as Outstanding Stakeholder.
